'Rule 17' may improve graduation chances for expelled students

By law, Nebraska school districts must give even expelled students an opportunity to earn credits toward high school graduation.

In practice, the “opportunity” for an expelled student to graduate always has been slim, said Grand Island Superintendent Steve Joel and Vern Fisher, assistant superintendent for teaching and learning.

But that may soon change for expelled students within the Grand Island Public Schools.



“Rule 17” is the Nebraska Department of Education regulation that mandates how schools must deal with expelled students.

The mandates seem minimal.

Fisher, however, pointed out that Rule 17 was adopted prior to Nebraska adopting its system of student assessment, which is now called NeSA, which stands for Nebraska State Accountability.  Full Story
